North America Radio encryption in the US

It would seem that more and more EMS, Fire and Police services are moving to encryption in the USA for safety reasons and to protect details of members of the public. I believe, from reading Radio Reference, that an FBI directive has said all communications should be encrypted, especially when giving details of a person over the radio.

This has caused quite a stir with people saying they should have a clear dispatch channel that can be heard by all for transparency and blaming online scanner streaming sites for the reason why all services appear to be moving to encryption.

Shouldn't all communication regarding the emergency services be encrypted? Would you like your information being passed over the air if you reported or called in something? Wouldn't having dispatch channels free from encryption just give criminals knowledge to help them?
